Two Years After Helene: What We Remember, What We Build

On a Sunday afternoon in late September, people gathered along the Riverwalk in Chimney Rock Village, a few steps from the Rocky Broad River. Two years earlier, on September 27, 2024, that same river rose to record levels during Hurricane Helene and tore through the Village, taking roads, bridges, homes, and nearly a third of its businesses with it.

This time, the community came to the riverbank for a different reason: to unveil a new piece of public art. Created in partnership with students from UNC Charlotte's Ravin School of Architecture, the installation holds two things at once—the weight of what the storm did, and the strength and community spirit that have carried Chimney Rock through two years of recovery.

"We have certainly not forgotten what happened here, but we also have a great deal of progress and perseverance to recognize," said Mayor Peter O'Leary.

That pairing of remembering and moving forward runs through nearly everything that happens in Rutherford County.

A Vision, Moving Forward

Look up from the winding spires of the art installation, and the progress is all around. Work continues on the Village's public spaces and infrastructure, along the Rocky Broad River corridor and throughout the business district, much of it guided by the Raise the Rock Recovery Action Plan. Old—and new—businesses fill storefronts again. The river that did so much damage is being restored, to continue as a landmark the Village gathers around.

That same idea is taking hold well beyond the Village. As Helene’s second anniversary approached, North Carolina Governor Josh Stein and First Lady Anna Stein stopped in Chimney Rock during a multi-day tour of Western North Carolina. Their visit came just after the state released a long-term economic recovery plan for the region, shaped by input from 28 counties. Among its priorities is growing the mountain tourism economy by protecting and promoting the art, culture, and natural places that bring people here. Its central premise is one Chimney Rock already knows well: the state can help, but the direction has to come from the communities themselves.

“There are many stories throughout Western North Carolina like Chimney Rock’s, where communities see that there is a very long road ahead, but they refuse to give up on their vision, and they are committed to getting there together. My team and I share that commitment,” Governor Stein said in his remarks.

Tested, Not Broken

In Rutherford County, that direction was set long before Helene. Rutherford Bound began as a shared commitment across eight communities to invest in the places where people spend their lives outdoors: trails, parks, rivers, and downtowns. The idea was simple. Build a county that is an even better place to live, and visitors will follow.

Helene tested that idea, but it didn't break it. In the two years since the storm, new access points have opened on the Broad River Paddle Trail. Norris Park opened its disc golf course and walking paths in Rutherfordton, Legacy Soccer Park opened its fields in Forest City, and skaters and riders found a new home at North Slope in Spindale. Volunteers with the Rutherford County Trails Collaborative have spent hundreds of hours clearing and rebuilding storm-damaged trails, and gifts to the Back to Beautiful fund continue to support recovery in Chimney Rock and Lake Lure.

None of these projects erase what happened. But like the artwork on the Riverwalk, each one is a way of answering it, with something built to last by people who intend to stay.

Help Write Our Next Chapter

Two years on, the best way to honor that work is to come see it. Walk the Riverwalk and spend a moment with the new installation. Have lunch and shop on Main Street. Watch the fall color settle into the Hickory Nut Gorge. Join a Great Trails State Month event ahead of NC Great Trails State Day on October 17. And if you'd like to help write the next chapter, consider a gift to Back to Beautiful.

Rutherford County remembers. And it is building what comes next.

Conservancies help to secure land where trails are built and work to oversee the maintenance of existing trails.
